Garden with Underground water will not stay tilled

For the first time in Minecraft, I cannot have a garden where the water is underneath the dirt. If there is no visible water blocks then the tilled ground will start reverting back to regular dirt. This is happening to plots that even have plants in them, the newly planted veggies will just disappear before it can grow if no water is visible. To let you know we placed a whole layer of water the same size of the garden then went one block up to add a layer of dirt above the water to plant, so every block of dirt had their own water source directly underneath it. This has worked in the past and I had made gigantic gardens this way numerus times.
