/reload all no longer reloads the content of resource packs

If you modified the content of the resource packs, and then execute /reload all, it will no longer reload the content of the resource packs.

Steps to reproduce:

1. Download the attached resource pack, this resource pack changes the texture of the diamond sword into stick

2. Extract the resource pack to: %userprofile%\AppData\Roaming\Minecraft Bedrock Preview\Users\Shared\games\com.mojang\development_resource_packs

3. Open Minecraft Preview, enable the resource pack, and then join a world

4. Give yourself a diamond sword, notice that the textures of the diamond sword has been changed to stick textures

5. Open the previously extracted resource pack folder and then delete the "textures" folder

6. Execute /reload all, then wait until the world has been fully reloaded

7. Observe

Expected results:
The diamond sword texture use the vanilla textures again.

Observed results:
The diamond sword textures still use the stick textures.
