[MCPE-232273] In-World Achievement Tab shows "-1 hours" playtime and prevents new achievements from unlocking

I have already tried logging out/in, creating a new clean world, and a full uninstall/reinstall of the app.

The playtime issue is being tracked at MCPE-230285 and has nothing to do with achievements not unlocking.
