'Rotated' argument in execute command functioning as if non-existent.

When using the execute command component for “- rotation as <entity>”, it behaves as if non-existent. What it should do is behave according to its conditional value, but the observed effects are not equal to this effect.

How to replicate bug:

1: type /execute as @e[r=20,rm=1] at @s rotated as (player entity) run -

2: type a regular command using the prior execute command.

3: play the command.

4: watch the chat log for all entities that are affected.

Note: make sure you have sendcommandfeedback gamerule set to true

Your description, command, and steps do not demonstrate a bug
rotated as changes the rotation of the command. say hi does not depend on rotation in any way.
