[MCPE-232817] Skins,npcs,custom textures (some) from server loads as Steve on Fire HD 8 8th gen

The Problem: Other players, NPCs, and certain custom textures appear as default Steve. Only steve. My own skin loads fine.

Troubleshooting Done: Performed cache clear (com.mojang), full reinstall, router reset, and tested multiple Xbox accounts.

Key Finding: Downgrading the game to version 1.21.70 fixes the issue entirely. All skins load correctly on 1.21.70. The bug reappears on any version after that (e.g., 1.21.80+)
