Closed Caption only show one time when doing certain actions repeatedly

On Java Edition, when you or other entities doing certain actions repeatedly (such as walking or attacking), the closed caption of the corresponding actions will always be updated, this wasn't the case on Bedrock Edition.

Steps to reproduce:

1. Enable Closed Captions: Settings > Accessibility > Closed Captions

2. Attack once, watch the subtitle

3. Wait for the subtitle to start disappearing and attack again
   ✅ The subtitle shows up again

4. Attack again, without waiting for the subtitle to start disappearing

Expected results:
Closed caption of the corresponding actions will always be updated, like in Java Edition.

Observed results:
Closed captions break for a specific action when it is repeated in quick succession, and all events of that type stop showing subtitles for a while.
