Steps to reproduce the issue: Create a Firework Rocket including Fire Charges, Use the same Firework Rocket to fly using an Elytra
Expected result: Player is damaged by the Firework Rocket's explosion
Actual result: Player is not damaged by Firework Rocket explosion. This applies if one Player tries to do it to another, but does not apply to mobs, as they are still damaged.
