However, this issue is Working As Intended.
Silverfish have the ability to transform regular stone into infested stone. In the provided video, if you watch closely, you can observe moments when silverfish burrow into stone, turning it into infested stone. When these blocks/silverfishes are later struck, more silverfish emerge from the broken infested stone.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, Redstone, villagers, and animals may not work the same in current versions.

However, this issue is Invalid.
Your game, launcher name is PrismLauncher is not a original Minecraft Launcher.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
If you can reproduce the issue in a vanilla environment, please recreate the issue with answers on these questions.

Leaf blocks can be waterlogged although they are full blocks. When concrete powder is placed on any side of the waterlogged leaves it turns into concrete, and the leaf block remains waterlogged.
