Game crashes upon detecting invalid shader files during loading

While having a Resourcepack loaded with invalid shader files, the game crashes before fully loading, instead of unloading Resource Packs.

Steps to reproduce:
- Make a resource pack which works on 26.1.2 but doesn’t on the latest snapshot (Example attached below)
- Load the pack on 26.1.2 so that the game saves it as an enabled pack
- Start the game in 26.2 Snapshot 2

The game crashed: unexpected error
Error: java.lang.IllegalStateException: Pipeline is not valid (may contain invalid shaders?)
