You can mine a bush with any type of item that has silk touch

Ahustin Fitzhugh, this works as intended and it isn’t a bug. Mojang made it so you can mine bushes with shears and any silk touch tools.

Resolving as Works As Intended per the changelog:

A Bush only drops when broken with Shears or a Silk Touch tool
