If you have an effects, and has Closed Captions enabled, it would cause them to overlaps with each others since both of them are positioned in the same place.
Steps to reproduce:
Enable Closed Captions: Settings > Accessibility > Closed Captions
Give yourself resistance effect (for example): /effect @s resistance
Go breaks a block, or do any kind of action that will causes subtitles to appear
Observe
Expected results:
Closed Captions and Mob effects shouldn't overlap with each other.
Observed results:
Closed Captions and Mob effects overlap with each other.
Note: It worth noting that this does not seems to affects mobile version of Minecraft, since the mob effects stack horizontally instead of vertically, and positioned much higher.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
