Rewriting the bug report as I’ve found more information. The world will crash any time a command affects too many entities. Running [/execute as @e summon goat] a few times will make this clear, any command involving too many entities causes a crash.

Whenever I type /effect @e the world crashes with error code “Block”. Running testfor @e there are some empty commas e.g. “Found Pig, Pig, Pig, , , , , Chicken” etc.

I’ve managed to find that the unnamed entities were all goats, and have /kill @e all of them. The game still crashes when running effect @e.
This appears to also happen where a command is unfinished, for example by being too long.
