Structure chest loot in Bedrock Edition is not consistent across platforms, even when using:
The same game version
The same world seed
The seed and coordinates to replicate this are below, specifically affecting the buried treasure’s loot.-977370421092973490
-632 65 -3640
On Windows 10, the buried treasure chest at these coordinates contains a Heart of the Sea. On Android, the same chest in a world with the same version and seed does not contain a Heart of the Sea. Attached are screenshots of the same chest on each platform showing the different loot.
We're tracking this issue at MCPE-161133, so I will resolve and link this report as a duplicate.
