"High Contrast Block Outlines" accessibility option is missing in the Bedrock Edition

Java Edition 1.21.2 introduced the High Contrast Block Outlines accessibility option as a solution to MC-272946, an issue that also affects the Bedrock Edition. However, this accessibility option is currently missing in the Bedrock Edition.

As a result, block outlines can be extremely difficult to see on dark blocks, such as obsidian, negatively impacting visibility and accessibility.
