Netherite Horse Armor does appear on regular horses but is paler than Iron armor which should not be the case, it has an extremely misleading color from what it's supposed to look as an item.
Pictures below.
This is on a world with no behavior or recourse packs, and does not have experiments on, however the bug was also on experimental worlds.

i encountered this issue as well.
i am on bedrock edition on xbox one, version v1.21.132. i have been experiencing other bugs so i went in to a creative world to test out all the items. i also got the chance to look at items i had not seen in survival since getting back into the game. i tried the netherite horse armour on and thought it was iron because of how pale it was, but could see the difference between them due to the saddle rug colour. due to having multiple bugs, and i was also just tryna catch up on all the blocks ive missed, i was initially playing the following basic resource packs:
Texture Update Pack
Minecraft Classic Texture Pack
Global Resources
i had thought all the bugs were an issue of their design being left out of the resources, so i made several new creative worlds with various configurations of these 3, together, in pairs, and alone. i encountered the bugs in every version. i admittedly did not check the netherite horse armour in each though, as i hadn’t realised it was meant to be darker haha i haven’t come anywhere close to getting netherite in my survival world
the pale netherite only applies to the horse armour, as can be seen by me wearing netherite while riding the horse
What experiments do you have enabled? You mentioned an experimental world.
I tried replicating the bug with both vibrant visuals and fancy graphics and couldn't get the horse armor to appear pale.
