Opening a resource pack's options deactivates all active resource packs and behavior packs

Changing or simply opening a resource pack’s options deactivates all resource packs and behavior packs that are in the active list.

Steps to reproduce:

1. Enable a resource pack that contains an options button (ex: Actions & Stuff, Prisma Visuals).

2. Click on options and exit out of it.

Expected Result:

1. Chosen resource packs remain active.

2. Chosen behavior packs remain active.

Actual Result:

1. All active resource packs are disabled.

2. All active behavior packs are disabled (not shown in attached file).
