Hopper can accept items even the hopper above are not facing at it

From the setup you are describing in the title, then the hopper is working as intended.

Please try and follow the ticket guidelines when making bug reports. If your ticket does not look like the example given here, then it's likely to be closed as incomplete.

What about you watching the video before mark it as "works as intended" ?
Is this how mojang do such thing ? This hopper isn't working as intended at all .

In the following screenshot from your video, hopper B. will suck items from hopper A. before they are pushed into hopper C.. This behaviour is Working As Intended.
