I played on an older world and suddenly, fortune is not applied anymore. Yesterday everything was totally normal, i mined a trench and used my fortune pickaxe hundred of times. Today, playing on the same 1.21.132 hotfix as yesterday and the days before, i saw that that fortune wasnt working. Safed and closed the game, restarted minecraft and logged onto the same world. Tried my fortune pickaxe on 1 copper ore block and fortune worked just fine, tried the next copper block and fortune did not work. Same with the next copper ore and deepslate copper ore blocks.
Had trouble sincing my user data for some time now, but i played with my account and skin just fine. It says not enough space on my xbox, (0x80830003). Everytime i start the game, text to speech for UI and for Chat is enabled and I have to disable it every single time. I dont not if this is related to fortune not working.
I play on an xbox s with VV enabled.

Tried my pickaxe on iron ore and lapis and the same issue applies. The same pickaxe seems to work just fine for harvesting potatoes and drops like 5 potatoes per plant. My fortune III shovel returns flint from every gravel, so thats not an issue either.
I did more testing:
Same fortune 3 pickaxe seems to work on melones normally. Harvested 7 melones with the following drops: 9, 5, 9, 8, 5, 8, 5
Changed the difficulty from hard to peaceful and tried the same pickaxe fortune 3 with copper ore blocks with the following drops: 15, 9, 20, 2, 8 → seems to work nomally.
Changed back to hard with the same pickaxe and copper ore with the following drops: 2, 11, 3, 4, 12. Not impossible with fortune 3 but significantly less than usual

You have not provided enough information to confirm a bug. The fortune enchantment does increase the minimum drops from each block that you break, rather, it increases the maximum drops from each block that you break. Therefore, sometimes getting a small number of drops from several block breaks in a row is to be expected. To assess whether fortune is working you would need to average the results from breaking a large number of blocks, such as 100+.
