Requiring players to download optional resources pack disables some(?) players (PC?) from viewing the character creator or their character creator skin.

Essentially, I can view my character from the character creator on the main menu. Once I load into a realm or world with resource packs, if the option for requiring players to download optional resource pack is disabled, then i’m unable to view my character (instead they appear as steve). But from some players view i believe they can still see your character from the character creator.

I’m really stuck on trying to resolve this, i’m unable to find the file locations of the packs and don’t know how to add it? I’ve seen something about making a resource pack but i’m unsure as I can’t find any files under the resource packs area.
