Extended summary:
Turning on the 'Texel Anti-Aliasing' will only work for your current session. When restarting the game afterwards, the setting will still appear to be active, but isn't actually used during rendering. (see attachments)
How to recreate:
Turn on Texel Anti-Aliasing (if already turned on, turn it off first), restart Minecraft Windows 10 Edition (or MCPE) and join a world to view the issue as described in the "Extended summary".
