Somehow, all the data was saved to my Xbox account and I can't edit it. I can delete worlds, resource packs, etc., through the in-game settings, but for skins, I can't import new skinpack files or delete old ones.

You are looking at the wrong location. Custom skin packs are stored at
AppData\Roaming\Minecraft Bedrock\Users\games\com.mojang\skin_packsAs for the inability to import skin packs, please check whether MCPE-227874 describes your issue. If it doesn't, please create a separate report and be specific about what happens when you try to import a skin pack.
