While a mobs (for example, cow) is strolling, and there's a player or entities nearby, they're unable to look at player or other entities, they can only look at player or other entities while stationary.
This seems to only affects mobs that walks in the ground (except baby villager, for some reason), as flying mobs (like allay and parrot) can freely look at players while strolling, which creates inconsistency behavior between mobs.
Steps to reproduce:
Summon a cow
Wait until they start strolling, and then follow them
observe the behavior of the mobs when strolling
Now, summon a baby villager or summon any flying mobs (like allay and parrot)
Repeat steps 2 and 3
Expected results:
All mobs are able to look at player or other entities while strolling.
Observed results:
Only baby villager or any flying mobs (like allay and parrot) are able to look at player while strolling, while cow never look at player while strolling.
