/gamemode command doesn't fail when no changes are made

The bug

When a command makes no changes, it’s supposed to fail. However, /gamemode reports success even when the specified player was already in the specified game mode.

How to reproduce

  1. Be in creative mode

  2. /gamemode creative

Expected result

Error message stating that you are already in creative mode

Observed result

Success message “Set own game mode to Creative”
