Bug Description
Water becomes stuck as a waterlogged state on a fence and does not flow normally when the player is holding a water bucket while attaching a lead to the fence. After placing water two blocks above the fence, the fluid does not spread and remains static.
Steps to Reproduce
Place a fence on the ground.
Hold a water bucket in hand.
Attach a lead to the fence (tie a mob or create a lead knot) while still holding the water bucket.
Create a 2-block height space above the fence.
Place water above it.
Observe the water behavior.
Actual Result
Fence becomes waterlogged.
Water does not flow to adjacent blocks.
Fluid remains static instead of behaving like normal flowing water.
Expected Result
Water should flow normally and not get stuck as a non-flowing waterlogged state on the fenc
