The duration of Closed Captions cannot be changed

The duration of Closed Captions appears to be hardcoded on Bedrock Edition, as the subtitle will always display for 1.5 seconds, this is does not match Java Edition behavior, since on Java Edition the duration can be changed through "Notification time" slider (default is set to 1.0x, or around 3 seconds), Bedrock also has a similar settings which is called "Toast notification duration", and by default also set to 3 seconds, but it does not affects the duration of Closed Captions, and since this is an accessibility features, an options to adjust how long subtitle will be displayed would be necessary, especially since the current duration is very fast.

Steps to reproduce:

  1. Enable Closed Captions: Settings > Accessibility > Closed Captions

  2. While still inside Accessibility settings, scroll down until you find "Toast notification duration", notice the duration is set to 3 seconds by default

  3. Go breaks a block, or do any kind of action that will causes subtitles to appear

  4. Observe

Expected results:
The duration of Closed Captions are set by 3 seconds by default, and can be changed through "Toast notification duration", matching Java Edition behavior.

Observed results:
The duration of Closed Captions cannot be changed and will always be displayed for 1.5 seconds.
