Loop ambient sounds have no closed captions

Steps to reproduce:

1.Open a world

2.Board a minecart on the move or fly with elytra

3.Listen to the loop ambient sound

Observed Result: The loop sound has no captions

Expected Result: Closed captions should display “Minecart jangles“ or “Elytra rustle“
