Tested this Java edition bug: MC-59425 on the MCPE/win10 version. Same bug is on this version too.
If a creeper/tnt blows up on a slab, it will only blow up the block it is standing on. No other blocks will break or entities be destroyed.
Steps to Reproduce:
Place a slab
Place TNT on the slab or spawn a creeper on the slab
Ignite the TNT/creeper with a flint and steel
Observed Results:
Only the slab is destroyed.
Expected Results:
The slab and surrounding blocks should be destroyed.

The situation that you are mentioning is not a bug. This happens in all editions of Minecraft and is even mentioned in the wiki. Creepers and TNT always never blow up anything around if they are on top of slabs or in water. Creepers also do not up anything if in cobwebs.
