Accessibility setting “Text to Speech with Device settings” has no effect

Since the 1.21.90 update, Text-to-Speech with Device Settings has stopped working (even if toggled off and on again). The voice is the default Minecraft male TTS voice.

This is a repost of MCPE-222607 which was set incorrectly set to resolved.
