Redstone Dust stays powered until updated manually

How to reproduce:

Create a structure like the one shown in the video attached and power it

Obeserved Result:

The redstone dust and repeaters remain on even when the power has been turned off, and only reverts when the dust is broken and placed back down

Expected Result:

The redstone dust should not be powered even when the lever is off.
