How to reproduce:
Create a structure like the one shown in the video attached and power it
Obeserved Result:
The redstone dust and repeaters remain on even when the power has been turned off, and only reverts when the dust is broken and placed back down
Expected Result:
The redstone dust should not be powered even when the lever is off.

In the screenshot, the repeater is powering the planks and the planks are activating the redstone dust line. This is normal redstone behavior. The repeater stores power for a few ticks.
If you want to make redstone clock you need to place the redstone torch on the side of the planks so that the redstone torch powers the dust line. Then you can place the lever on top of the planks where the redstone torch is in the picture to turn the clock on and off.
