Liquids have inconsistent effect areas

Steps to Reproduce:

1. Place lava, let it flow

2. Stack four layers of snow next to the flowing lava that is farthest from the source

3. In survival mode, stand on top of the snow, bordering on the lava

Observed Results:
You do not get set on fire, but the lava still damages you, pushes you and slows you down.

Expected Results:
The same collision is used for all liquid effects.
