Dressing Room dependency on Marketplace prevents skin and cape editing when it fails to load

Accessing the Dressing Room menu is dependent on the Marketplace loading, meaning the Marketplace failing to load also prevents classic skins and capes from being changed.

It is expected that a Marketplace error should instead cause limited functionality on the Dressing Room menu where only the features dependent on the Marketplace are locked out. Marketplace functionality should have no effect on the ability to change classic skin or cape.

The Dressing Room does not allow players to change their skin or capes while offline, which is intended behavior according to MCPE-194613. As such, I believe it is expected that these options are also unavailable when the Marketplace fails to load.

The only issue I see here is the inability to access the Dressing Room at all to switch between existing character slots, which is possible while offline and intended, per the fix to MCPE-233175. However, I have been unable to reproduce this behavior. When the Marketplace fails to load, I can still access the Dressing Room and switch between existing character slots without issue.

This issue occurred with internet access, but the Marketplace failed to load. I am unsure why the Marketplace failed to load during this app launch, as a launch before and after this session showed no issues. Failure to load the Marketplace does not equate to being offline. The idea is that if the Marketplace fails to load despite internet access, app features that do not require access to the Marketplace should not be unnecessarily restricted from player usage. Otherwise, the app places an excessive dependency on the Marketplace.
