Non-Waterlogged Text is Invisible for Non-Underwater Players Seen Through Water with Vibrant Visuals

When you have Vibrant Visuals enabled and try to read text from a sign through water, if the player is outside of water and the sign is not waterlogged then none of the text is rendered, but if either the player is underwater or the sign is waterlogged then it is perfectly readable.

I've attached 2 sets of photos for having Vibrant Visuals on vs having it off: one being taken outside of water and one being taken inside of water.
