[MCPE-239888] On Fire color overlay no longer fades out smoothly

Since 1.21.100, On Fire color overlay no longer fades out smoothly, instead it flicker and then abruptly disappear.

Steps to reproduce:

Give yourself a netherrack, and then place it
Lit it with flint and steel
Set your gamemode to survival, and then walk towards it
Wait until you no longer catches on fire
Observe

Expected results:
The overlay fades out smoothly.

Actual results:
The overlay flicker and then abruptly disappear.
