Wool Stairs and Wool Slabs can't be crafted

It is not possible to craft wool stairs or wool slabs using wool in a crafting table.

Steps to reproduce:

1. Enter a world with the "Drop 3 of 2026" experimental features enabled.

2. Place a crafting table.

3. In the crafting table, arrange wool of the same color in the recipe pattern for stairs or slabs.

4. Observe that wool stairs or wool slabs cannot be crafted.
