Wool stairs and slabs cannot be crafted from wool blocks

Steps to Reproduce:

1. Open a crafting table in any survival or creative world.

2. Place 6 wool blocks of the same color in the standard stair recipe shape (3 in the bottom row, 2 in the middle row, 1 in the top row, all left-aligned).

3. Check the output slot.

Observed Result:
No wool stairs appear in the output slot. The crafting recipe yields nothing, despite the shape being valid for other stair materials (e.g., wood, stone, sandstone).

Expected Result:
6 wool blocks of the same color should craft into 4 wool stairs of the corresponding color, consistent with stair recipes for other building blocks.
