In Loot Tables, match_tool_filter_none never matches for an empty hand

In a loot table with a "minecraft:match_tool_filter_none" condition, the condition matches for all cases, except for the items specified in the array (as expected) AND an empty hand (bug).

The attacked pack adds a new block called x11:demo_flower. The loot table is set up to let players harvest the block with shears. When not using shears, it is supposed to drop melon seeds.

Steps to reproduce

• Install the attached behavior pack and add it to a world

• Place some demo_flower blocks

• In survival mode, break them with either shears, any other item, or an empty hand

• With shears or any other item, it works as expected

• With an empty hand, the block never drops anything

This bug is the inverse counterpart of Add-on Loot Tables match tool condition drops items when bare hand used - Minecraft: Bedrock Edition - Jira Service Management, which has already been fixed.
