When using shears to break wool slabs or wool stairs, they take the same amount of time to break as when not using shears.
Steps to reproduce:
Break wool slabs or stairs with shears
Expected result:
The wool slabs and stairs would take the same amount of time to break with shears as wool blocks (0.25 seconds without Efficiency)
Actual result:
The wool slabs and stairs take the same amount of time to break with shears as they take to break without shears (1.25 seconds)
