Description:
With these texture packs enabled, all normal creepers appear as charged creepers, even if they have never been struck by lightning.
The charged creeper effect also appears to be displayed incorrectly.
Steps to reproduce:
1. Enable Classic Textures Pack or Texture Beta Update.
2. Launch a Minecraft Bedrock world on console.
3. Spawn any normal creeper.
4. Observe its appearance.
Expected result: Normal creepers should use their normal classic texture. Only creepers that are actually charged should have the special effect.
Actual result: All creepers use an incorrect charged creeper appearance.
