Resource pack remains active in world even after being deactivated and deleted from storage

When a custom resource pack is applied to a world and later deactivated (removed from the world's active pack list) and even deleted entirely from Storage, it still reappears as active in the world when the world is reloaded.

Steps to Reproduce:

1. Apply a custom resource pack to a world.

2. Start the world and use/interact with content added by the resource pack.

3. Exit the world.

4. Go to Storage and delete the resource pack file completely.

5. Go to the world's settings and deactivate/remove the resource pack from the active resource pack list (before starting the world again).

6. Start the world.

7. Exit the world and check the resource pack list again.

Expected Result:

Since the pack was deactivated before starting the world (and even deleted from Storage), it should no longer appear as active/applied in the world's resource pack list.

Actual Result:

The resource pack still shows up as active in the world, even though it was manually deactivated before launch and completely deleted from Storage.

Platform: Minecraft Bedrock Edition

Device/OS: Android 11

Additional Notes:

This suggests the world is caching the resource pack reference independently of both the Storage files and the manual deactivation setting, causing it to re-attach on world load.
