When using a shield against a Pillager while in a boat with a Villager, the shield won't work and arrows will bounce off as if they had hit you—but this only happens in Creative mode.

However, this issue is Working As Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, Redstone, villagers, and animals may not work the same in current versions.
Pillager shooting through the Villager is a different issue and is tracked here MCPE-241801 .
