Previously activated powered rails can be activated by connected rails from more than 8 blocks away.

Steps to reproduce:

1. Place 15 connected powered rails in a straight line on the ground.

2. Place a lever next to one of the ends.

3. Activate the lever and notice that only 9 rails activate (1 directly powered + 8 connected).

4. Turn off the lever.

5. Go to the opposite end, then place and activate a lever there instead.

Expected result:

Only 9 rails should activate.

Actual result:

All rails activate, including those that are more than 8 blocks away from the rail activated directly.
