Observer glitch on load

Observers observing a lit section of red stone dust will reliably output a signal when the world loads in despite the state of the red stone not changing.

This issue is not present on realms and doesn’t affect torches or components like the repeater and comparator.

STEPS TO REPRODUCE

Copper bulbs are the simplest way to reproduce this effect:

Set an observer up such that it powers a Cu bulb and observes a section of red stone dust which is powered. Subsequent log-ins will trigger an erroneous observer output.
