In Minecraft Bedrock Edition, when the game is not running in the background, users attempting to import resource packs or add-ons will fail, and the resources will not load into the game properly. Resource imports succeed only when the game has been previously suspended in the phone's background.
Steps to Reproduce:
1. Ensure that Minecraft (Bedrock) is not suspended in the phone's background (i.e., the game is fully closed or has never been launched).
2. Prepare a game resource file that can be imported (either a texture pack .mcpack or a behavior pack .mcaddon).
3. Attempt to import the resource file into the game by tapping on it via a file manager.
4. Launch/enter the game and check whether the resource takes effect — no changes in game appearance or behavior should be observed.
5. Switch the game to the background (keep it suspended), then repeat step 3.
6. The resource should now import and take effect normally.
Expected Result:
Users should be able to import resource packs / add-ons normally regardless of whether the game is running in the background, and the imported resources should load and take effect correctly.
Actual Result:
Resource packs / add-ons can be imported successfully only when the game is already suspended in the background. If the game is not running in the background, the import operation has no effect.
