Fossil features (minecraft:fossil_feature) do not place to sensible locations. Nearly every other feature type that exists does not manage its own placement position: other systems, such as scatter or snap-to-surface features, handle that instead. Fossil features behaving differently makes them harder to use and control.
As an alternative, control properties could be provided to affect output positions, but such controls would probably be more useful as a separate feature type. Fossil features, opaque to creators:
Map the input position to a chunk and constrain the generation to fit entirely within that chunk
Consider and dodge generation at jigsaw structure locations
Considers the lowest point in a grid of heightmaps before offsetting
These would probably be better-suited to new feature types or new queries.
Demonstration
The attached video demonstrates this issue. A command is run to place a fossil feature. The fossil generates far beneath the input position.
Reproduction
The demo video is taken from the behavior pack in the attached world for convenience. This world can be opened (in Minecraft Preview) for inspection or unzipped to access the code associated with such.
