Minecraft skin refusing to upload

When I go to upload a skin, even when I've made sure it is the right file type and dimensions, it gives me the error message when the skin is wrong.

The steps I took were - I opened the dressing room, I selected the new character and classic skin options (though I've checked and it doesn’t work if I upload it over a character creator avatar or an existing classic skin), and I clicked the upload button.
