A fixed water source collapses due to a change in the fence's state

Prior to version 26.50, "fixed water" (placed by command) would collapse under the following conditions:
・A block is placed or destroyed in an adjacent tile → The water collapses.
・The connection state of an adjacent fence, iron bar, or glass pane changes (without the block directly adjacent to the water itself changing) → The water does not collapse.

As of version 26.50, this behavior has been changed so that the water now collapses even when the connection state of blocks such as fences is updated (please refer to the video).
This has resulted in an issue where submerged fences (or similar blocks) cannot be connected to other fences.

This bug has also been confirmed in version 26.51 of the iOS app.

This is because still water flows every time it receives a block update, and thus the fence changing state is now counted as a block update as such.
