Placing Deny Block at 0,0 disables water bucket fish catching globally

Placing a "Deny Block" at the world origin coordinates (X=0, Y=?, Z=0) causes a critical global interaction failure within that dimension. Specifically, all players in that dimension are completely unable to use a water bucket to catch fish (cod, salmon, tropical fish, etc.).This bug was already present in version 1.20.
