Throwing Wind Charge no longer produces sounds and subtitles

Steps to reproduce:

1. Enable Closed Captions: Settings > Accessibility > Closed Captions

2. Give yourself a Wind Charge, and throw it

3. Observe

Expected result:
Throwing Wind Charge produces sounds and subtitles.

Actual result:
Throwing Wind Charge no longer produces sounds and subtitles.
