Local skin resets to default every time the game restarts on Chrome OS

Short description of the issue:

Every time I launch the game and change my skin using a local file, it works perfectly during that session. However, whenever I close the game and restart it, the skin completely resets back to the default skin.

Steps to reproduce the issue:

1. Open Minecraft Bedrock Edition.

2. Import a skin using a local file (PNG).

3. Play the game (the skin displays normally).

4. Close the game completely.

5. Restart the game.

Expected result:

The local skin should be saved permanently between sessions until manually changed again.

Actual result:

The local skin is "wiped out" and resets to the default skin upon restarting the game.
