The Freezing status effect does not reduce the player's jump height. This behavior is inconsistent with the official changelog/update notes for the Ice Caves update, which explicitly states that the freezing effect should decrease jump height.
Players affected by the Freezing effect are still able to jump the full normal height. There is no noticeable reduction in jump height, and they can still easily jump over 1-block-high obstacles, exactly as if they were completely unaffected by the status effect.
Create a new world and enable the experimental feature "Drop 4 of 2026".
Attempt to jump a 1-block-and-3-layers-of-snow-high obstacle.
Obtain a Potion of Freezing.
Drink the potion to apply the Freezing effect to yourself.
Attempt to jump a 1-block-and-3-layers-of-snow-high obstacle.
Observe that the jump height is unchanged.
